Autumn Budget 2026: What Does It Really Mean for UK Businesses?
CPM Accountants | Budget Review | 28 October 2026
The Chancellor, John Healey, has delivered his first Autumn Budget, setting out measures designed to ease financial pressures, support entrepreneurs and encourage economic growth.
For businesses across the UK, the question is not simply what the Chancellor has announced, but how these changes will affect profitability, cash flow, employment costs and future investment decisions.
At CPM Accountants, we've examined the key announcements and what they could mean for small and medium-sized businesses.
1. Business Rates – Welcome Relief for the High Street
One of the more significant announcements for smaller businesses is an increase in the Small Business Rates Relief threshold for qualifying retail, hospitality and leisure premises in England, from £12,000 to £18,000 in rateable value.
The Government estimates that approximately 70,000 additional businesses could benefit, with around half of shops, restaurants and gyms paying no business rates.
Other businesses within these sectors are also expected to benefit from protection against above-inflation increases over the next two years.
Our view: This is welcome news for eligible businesses operating from physical premises, particularly those facing pressure from rent, wages, energy and other overheads.
However, businesses should review their rateable values and eligibility rather than assume the relief will apply automatically.
2. Employment Costs – Minimum Wage Increases
The Chancellor has announced a 3.9% increase in minimum wage rates.
While higher wages provide support for employees, businesses must consider the impact on their overall employment costs.
For labour-intensive sectors such as construction, hospitality, retail and professional services, even relatively modest increases can affect operating margins.
Our view: Employers should revisit their payroll forecasts, pricing structures and staffing budgets.
A business experiencing strong turnover growth can still encounter financial difficulties if its costs increase faster than revenue.
3. Entrepreneurs and Business Investment
The Budget includes proposals for a Young Entrepreneurs Allowance and new capital gains tax relief for qualifying business founders.
The allowance is intended to help younger entrepreneurs meet living costs while developing their businesses, while the proposed founders' relief aims to encourage business creation and investment.
The detailed eligibility criteria and implementation arrangements will be important in determining who can benefit.
Our view: Encouraging entrepreneurship is positive, but access to funding, effective financial management and sustainable cash flow remain critical to business survival.
Start-ups and growing businesses need sound financial foundations alongside any available government support.
4. Energy Costs – Support for Households and Industry
Energy affordability featured prominently in the Budget.
The temporary removal of VAT from qualifying electricity bills has been extended to July 2027.
The Government has also outlined support through the British Industrial Competitiveness Scheme, intended to reduce electricity costs for qualifying industrial businesses.
Our view: Lower energy costs could provide welcome relief to eligible businesses, although the benefits will vary considerably by sector and tariff arrangements.
Companies should continue reviewing supplier contracts, energy consumption and operational efficiency.
5. Banking and Access to Finance
The Chancellor has announced an increase in the bank corporation tax surcharge from 3% to 6%, scheduled to apply for 15 months from January 2027.
Although this measure directly affects banks rather than most SMEs, business owners will naturally be interested in whether lenders respond by adjusting pricing or lending criteria.
Our view: Access to affordable working capital remains one of the most important challenges facing growing businesses.
Businesses should regularly review their funding arrangements, debtor collection, cash flow forecasts and borrowing requirements.
A profitable company is not necessarily a cash-rich company.
6. Economic Growth – A Cautious Outlook
The updated economic forecasts highlight the challenges facing the UK economy.
Growth is forecast at approximately 1.2% in 2026, slowing to 1.0% in 2027 before recovering in subsequent years.
For businesses, this reinforces the importance of financial resilience and forward planning.
Our view: In a period of modest economic growth, businesses cannot rely solely on increasing sales to improve their financial position.
Profit margins, working capital, cost management and financial visibility are equally important.
7. What Should Business Owners Do Next?
At CPM Accountants, we believe the most important response to any Budget is to understand its practical implications.
We would encourage business owners to consider five key questions:
Are we making the most of the tax reliefs and allowances available to us?
Have we factored increasing employment and operating costs into our forecasts?
Is our cash flow strong enough to support our growth plans?
Are our current funding arrangements appropriate for our business?
Do we have the financial information needed to make informed strategic decisions?
The answers can make a substantial difference to long-term profitability and business sustainability.
Our Conclusion – Financial Planning Has Never Been More Important
The Autumn Budget 2026 contains measures intended to support businesses, encourage entrepreneurship and ease financial pressures.
However, the real impact will depend on individual circumstances, the detailed legislation and how effectively businesses respond.
