Both have some elements that are easier or harder than the other. However, I think 3D is easier for someone who does not have any animation experience or skills. In 3D animation, all you have to focus on is the motion. You don't have to worry about how you can draw the picture that you want to move along with thinking of that motion.
These assumptions ignore numerous factors and the various conditions that make one easier or harder than the other. In 2d, you may make your animation do anything you like without having to figure out the technicalities of how to get a rig that will morph into that weird pose you need. This is the reason there is a huge difference between these two that is only known by the USA animation production company. A 2D model's limits are based purely on imagination and skill, and a 3D model's rig may not be able to pull off what you wish it could. It would be easier to do an animation in 3D with a rotating perspective where the volume and perspective of the objects in the scene are correct. In short, in 3D, that is trivial whereas it would be nearly impossible in 2D.
