Changing the Leadership and Management Landscape

Really disappointed to see that upskilling and development through leadership and management apprenticeships has now been removed.

As highlighted in the recent FE Week coverage, this marks a significant shift in how leadership development is supported across the UK skills landscape.
Whilst I fully support creating more opportunities for young people and strengthening early-career pathways, removing investment in existing managers and leaders creates a significant gap.

Strong leadership is the foundation on which everything else works. Without it, the risks are real:
• Reduced performance and productivity
• Inconsistent management capability
• Lower engagement and retention
• Missed potential in the very individuals we are trying to develop

And if we are serious about supporting young people into the workplace, then this becomes even more critical. One of the biggest failures in business is not a lack of talent; it is talent being “supported” by under-skilled leaders. Young People thrive or fail based on the quality of management they experience. Poor leadership does not just limit performance; it damages confidence, slows down development, and risks losing the very people we are trying to invest in.
Alongside this, the introduction of provider caps further compounds the challenge. Limiting starts, creates bottlenecks for employers, reduces access to trusted partners, and ultimately constrains the system at a time when leadership capability is needed most.
There is also a wider impact, the detrimental effect on providers who have invested heavily in building high-quality leadership programmes, delivery teams, and infrastructure aligned to these standards.
The risks include:
• Loss of specialist leadership expertise across the sector
• Reduced quality and choice in provision
• Financial instability for providers delivering at scale
• A setback in the progress on leadership development

That said, this is where we need to adapt, not step back.
At Discovery, providers and partners to the industry, we have a responsibility to help businesses navigate the leadership capability gap differently. This means designing flexible, commercially viable solutions; blending short, high-impact programmes, coaching, and experiential learning that drive behavioural change quickly and effectively. The need for strong leadership has not been removed or gone away; if anything, it has increased and become even more important than before. We now need to be more intentional, more innovative, and more outcome-focused in how we build it.
